Tolsta pier was built in 1894. The Napier Commission had reported at an earlier date that ‘an additional place of shelter was greatly needed on the east coast of Lewis between Port of Ness and Stornoway', but the Walpole Commission dealing with harbour accommodation had discussed Gress Bay as the site for a possible harbour. The estimated cost was between £80,000 and £100,000 and the commission did not think this was justified. The recommendation was that two piers be built instead of one harbour and the piers would be at Skigersta and Port nam Bothag, Tolsta. The site chosen for the pier was against the advice of the local fishermen and the fishermen were proved right.
